Their past tasks have involved liasing with the rangers along the western borders, keeping an eye on the comings and goings in Bree or delivering important messages.
I haven't checked into it but I would guess that ladies with controversy points might have been involved with two rival lords who had a duel to decide who would get to be her suitor - that would certainly be controversial in my mind.
